1.On the eve of the Duma elections, the Unified Russia party and its lobbyists in the Kremlin feel discomfort, comprehending the actual system failure. With the party's strategic task to strengthen the governance vertical line, the local/regional bureaucracies ought not be challenged with the choice inconceivable for them - who of the bosses to work for. There is to be just one governance party, like in the Soviet times.
